Comprehensive Transportation Study (CTS) for Hyderabad Metropolitan Area (HMA)- 2041

As per the directions of Unified Metropolitan Transport Authority (UMTA) a Comprehensive Transportation Study (CTS) for Hyderabad Metropolitan Area (HMA) was taken up with an estimated cost of Rs 15.24 Crores with 50% financial assistance from MoUD, GoI and the remaining 50% share of GoAP is shared by HMDA, GHMC, HMRL and APSRTC as per the directions of UMTA. HMDA is the Nodal agency and M/s LEA Associates South Asia Pvt. Ltd. in JV with LEA International Ltd., were appointed as consultants for the study in March 2011.

The Consultants have developed the Urban Transport model for Land use Transport Network analysis and have made an assessment of transport infrastructure required for the horizon period up to 2041. The Consultants as part of the study has submitted Immediate Action Plans (IAP) like Corridor Improvement Plans, Junction Improvement Plans, Area circulation plans for immediate implementation by the agencies.

On the outcome of the discussions in the CTS, the Govt. has constituted Task force with senior level officers for Resource Mobilization for infrastructure improvement in HMA and also constituted separate Working Groups for finalizing Parking policy and NMT (Pedestrian) policy for HMA.

The Consultants submitted Draft Reports on Short term (2021), Medium term (2031) and Long term (2041) Plans and investment proposals, to HMDA, which are to be placed before UMTA for approval. The study is scheduled to be completed by end of September, 2013.

On 3rd October 2015, the Chief Secretary (in the 10th UMTA–H meeting) while being briefed about CTS for HMA, has directed HMDA to undertake the Contextual Refinement and Revalidation of CTS, post bifurcation, and come out with proposals along with resource mobilization to meet the current state/city requirements for consideration by the Government of Telangana, with the assistance of M/s LEA Associates South Asia Pvt. Ltd. as they have already undertaken the CTS-HMA prior to bifurcation. The sharing expenditure of amount towards the Contextual Refinement as agreed by the GoI is to be borne by the Stake Holders with ratio of HMDA – 30%, GHMC – 30%, TSRTC – 10%, HMRL – 10% and R&B – 10%. As directed by the Government a supplementary agreement was entered with the CTS consultants M/s LEA Associates South Asia Pvt. Ltd for preparation Contextual Refinement of CTS with a consultancy fee of Rs 4,71,64,044/- (inclusive of all taxes) and the work has just commenced.
